Shannon Ostendorff: Facilities Operations Manager, Deschutes County
Utilizing Community to Unleash Your Individual Impact
Shannon has over 25 years experience leading Engineering and Operations Teams in Oregon and across the globe. She currently is the Facilities Operations Manager for Deschutes County, managing a team of 23 and building the County’s Asset Management and Energy Resiliency programs. Shannon has lead several clean water utilities in Central Oregon, working as an Assistant Public Works Director in Redmond, OR, and a Utility Operations Manager in Bend, OR. Shannon has also worked in the semiconductor and pharmaceutical industries as an environmental engineer and Global Director of Asset Management. She has a Chemical engineering degree from the Colorado School of Mines. She loves spending time skiing at Mt Bachelor or backpacking with her husband and four children. In her spare time she also leads a troop of Girl Scouts.
Nicki Pozos

Workshop: Communication that Connects
Nicki Pozos brings a diverse background, encompassing a PhD in Civil Engineering, past work in water supply planning and strategic communications, and current work at the intersection of social equity and public infrastructure. She currently serves as the equity lead for major water infrastructure projects – leading capacity building programs for disadvantaged businesses, developing workforce programs, and integrating equity into project planning and design. Nicki aspires to be the world’s first engineering psychologist, bringing engineering thinking to understanding what makes people tick!

Marjorie Wolfe founded Wolf Water Resources in 2014 to create a practice rooted in working with nature and partnering with people. She collaborates across disciplines and alongside agencies, partners and communities to address some of the most complex permitting and infrastructure challenges in ways that honor both ecological processes and human needs. Through the development of practical tools and models, she demonstrates how integrating nature-based solutions into stormwater and floodplain policy can support more holistic, resilient outcomes. Marjorie’s leadership is guided by a commitment to care- for ecosystems, for communities and for the people she works with. She cultivates a workplace where collaboration, trust and mutual support are central. Empowering her team to work together in service of long-term environmental and social well being.
